Rome Statute of the International Criminal Court
This UN site contains all the key documents relating to the creation of an International Criminal Court. The ICC has been some 50 years in the making, and it's purpose is to : achieve justice for all, end impunity, help end conflicts, remedy the deficiencies of ad hoc tribunals, take over when national criminal courts are unwilling or unable to act and to deter future war criminals.
